Introduction

The All-domain Anomaly Resolution Office (AARO) occupies a difficult position in the modern UFO or UAP debate. It is tasked with investigating reports that may be unexplained while avoiding a common logical error: treating a lack of explanation as proof of a particular origin. AARO’s public findings repeatedly draw a distinction between two very different statements. The first is that a case remains unresolved. The second is that a case has been shown to involve extraterrestrial technology, unknown physics, or some other extraordinary source. According to AARO, the available evidence supports the existence of unresolved cases, but it has not yet supported verified claims of alien technology or recovered non-human craft. AARO Claims illustration 1 That distinction matters because many public discussions collapse uncertainty and explanation into a single question. AARO’s approach instead treats them as separate evidential stages. An object can remain unidentified without providing evidence for any specific origin claim.

Resolved Cases Versus Pending Cases

AARO’s reporting framework separates cases into those that can be explained and those that cannot yet be explained with confidence. The office has released examples of resolved incidents involving balloons, aircraft, drones, sensor effects, and other ordinary causes, while also maintaining a catalogue of reports that remain unresolved because the available information is insufficient for a reliable conclusion. [AARO]aaro.milAAROUAP ImageryThis unresolved report contributes to AARO's historical and locational trend analyses. PR-017, Unresolved UAP Report, Euro…

This distinction is important because unresolved does not mean inexplicable. A case may remain open for several reasons:

  • Incomplete sensor data.
  • Lack of corroborating observations.
  • Missing contextual information such as weather or flight records.
  • Poor image quality.
  • Conflicting measurements from different systems.

AARO has explicitly stated that some reports remain unresolved because investigators lack enough information to make a determination, not because the evidence demonstrates extraordinary technology. This mirrors a long-standing principle in scientific and intelligence analysis: when evidence is insufficient, the correct conclusion is uncertainty rather than speculation.

Why an Unresolved Label Is Not an Origin Finding

One of the most persistent misunderstandings in UFO discussions is the assumption that if investigators cannot identify an object, the probability of an exotic explanation increases automatically.

AARO rejects that inference. Its methodology treats identification and origin as separate questions. Failure to answer the first question does not automatically answer the second. An unresolved radar track, video, or witness report may indicate a genuine gap in available information rather than the presence of advanced technology. In practical terms, AARO regards “unknown” as a status category, not an explanation.

Why No Verified Alien Technology Finding Matters

The strongest and most widely discussed AARO conclusion concerns claims that governments or contractors possess recovered extraterrestrial craft or technology.

In its 2024 Historical Record Report, AARO stated that it found no empirical evidence that reported sightings represented off-world technology, no evidence that the U.S. government had secretly recovered extraterrestrial spacecraft, and no evidence that private companies had been reverse-engineering alien technology. The report also stated that specific claims involving named locations, documents, tests, and alleged recovery programmes were not supported by the evidence reviewed. Public statements from AARO officials have been similarly direct. The office has repeatedly said it has found no verifiable evidence that any investigated UAP represented extraterrestrial activity or that the government possesses alien technology. This does not prove that extraterrestrial intelligence does not exist. Instead, it addresses a narrower claim: whether the evidence currently reviewed by AARO verifies such a conclusion. The office’s answer has consistently been no. [AARO]aaro.orgAssociation of Americans Resident Overseas: AAROThe Association of Americans Resident Overseas (AARO), founded in 1973 is a global, non-p…

The Difference Between Absence of Proof and Proof of Absence

Critics sometimes argue that AARO’s findings merely show that evidence has not been found yet. Strictly speaking, that is true. Investigators rarely prove a universal negative.

However, AARO’s role is not to establish what might be possible in principle. Its role is to determine what available evidence currently demonstrates. The office therefore evaluates claims according to evidential support rather than possibility.

Under that standard, a claim that alien technology has been recovered requires positive evidence of recovery, possession, testing, or verification. A lack of explanation for some sightings does not satisfy that requirement. How Evidential Burden Shapes Public Interpretation

The debate surrounding UAP often reveals a mismatch between investigative standards and public expectations.

Investigative bodies generally require affirmative evidence before accepting a specific explanation. Extraordinary claims therefore carry a higher evidential burden because they propose phenomena beyond currently verified human experience. AARO’s framework follows this principle by requiring direct supporting evidence before assigning extraordinary origins. [AARO]aaro.milAAROAARO HomeHas the Department found any evidence of extraterrestrial technology? No. Examination of UAP sightings is ongoing. AARO uses…

In public discussion, however, unresolved cases are sometimes treated as evidence in themselves. The reasoning often proceeds as follows:

  1. A case is unresolved.
  2. Ordinary explanations have not been confirmed.
  3. Therefore an extraordinary explanation becomes likely.

AARO’s findings do not support that chain of reasoning. The office instead treats unresolved status as a statement about the quality of available evidence rather than about the probability of any particular origin. [AARO]aaro.milAAROUAP ImageryThis unresolved report contributes to AARO's historical and locational trend analyses. PR-017, Unresolved UAP Report, Euro…

This approach aligns with broader scientific assessments. NASA’s independent UAP study concluded that there is no conclusive evidence of extraterrestrial origin in the available data, while simultaneously acknowledging that some observations remain unexplained and that better data collection is needed. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting… [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…

Why Data Quality Becomes the Central Issue

A recurring theme in both AARO and NASA assessments is that many UAP reports contain too little information to support strong conclusions. Poor sensor calibration, missing metadata, limited observation time, and a lack of multiple independent measurements can prevent reliable identification. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…

This creates an important asymmetry. Weak data can be sufficient to prevent identification, but the same weak data are usually insufficient to establish an extraordinary origin.

In other words, the threshold for saying “we do not know” is much lower than the threshold for saying “we know this is alien technology”.

What AARO’s Position Means for Understanding UFO Reports

Within the broader question of what causes UFO reports, AARO’s findings reinforce a key analytical distinction: a UFO label describes the state of an investigation, whereas an origin claim attempts to explain the phenomenon itself.

AARO’s public record shows three simultaneous conclusions:

  • Many reports eventually receive ordinary explanations.
  • Some reports remain unresolved because the evidence is incomplete.
  • No investigated evidence has yet verified claims of extraterrestrial technology, hidden alien craft recovery programmes, or reverse-engineering efforts. [U.S. Department of War]war.govdod examining unidentified anomalous phenomenaDepartment of WarDOD Examining Unidentified Anomalous Phenomena14 Nov 2024 — This report covers UAP from May 1, 2023, to June 1, 2024, an…Published: May 1, 2023 [U.S. Department of War]war.govdod report discounts sightings of extraterrestrial technologyDepartment of WarDOD Report Discounts Sightings of Extraterrestrial…8 Mar 2024 — "AARO has found no verifiable evidence that any UAP s…

The practical consequence is that unresolved cases should not be read as automatic support for any specific origin theory. Under AARO’s evidential framework, uncertainty remains uncertainty until additional evidence justifies a stronger conclusion. That separation between investigative status and origin claim is one of the office’s most consistent and consequential findings.
