Introduction
One of the most important lessons from the All-domain Anomaly Resolution Office (AARO) is that a UAP (unidentified anomalous phenomenon) is not a permanent category. In many cases, “unidentified” simply means that analysts do not yet have enough context. A report may begin as a puzzling observation by a pilot, sensor operator or aircrew, then become an identified flying object (IFO) once additional data are matched against the event. For researchers interested in the causes of UFO reports, the closure process is often more revealing than the original sighting. It demonstrates how seemingly unusual observations are tested against known objects, sensor limitations and operational data before a case is formally closed.
What Changes Unidentified Into Identified?
AARO’s investigations are built around attribution rather than speculation. The central question is not whether an object looks unusual, but whether available evidence can connect it to a known source.
In practice, analysts compare reports against multiple information streams, including:
- Civil and military flight activity.
- Known satellite positions and launch schedules.
- Airspace data and radar records.
- Weather balloon and research balloon activity.
- Drone operations.
- Sensor characteristics and possible artefacts.

The process resembles accident investigation more than popular UFO hunting. Analysts seek corroborating information that can either support or eliminate possible explanations. A sighting that appears extraordinary in isolation may become routine when matched to a satellite pass, a drone operation or a known aircraft track.
The Growing Importance of Satellite Correlation
One notable feature of recent AARO work is the increasing role of satellite identification.
AARO has reported that some cases were resolved by correlating observations with the expanding network of low-Earth-orbit satellites, particularly large constellations. In one publicly discussed example, flashing lights reported by a commercial pilot were assessed as consistent with a Starlink satellite deployment because the observation occurred along a known orbital path shortly after a launch. This is significant because many traditional UFO reporting systems were developed before thousands of bright satellites regularly crossed the sky. Modern observers can encounter unfamiliar space-based objects far more frequently than in previous decades.
Sensor Context Often Matters More Than Appearance
AARO’s public explanations also highlight how sensor imagery can distort ordinary objects.
Birds, for example, are frequently reported as UAP in military sensor footage because compression artefacts, infrared glare, pixelation and tracking-system effects can obscure their true shape. The key point is that identification often depends less on what an image appears to show and more on understanding how the sensor generated the image.
Why Thin Data Keeps Cases Unresolved
The existence of unresolved cases does not automatically imply extraordinary explanations.
AARO repeatedly emphasises that the largest obstacle to case resolution is insufficient data. Many reports arrive with only a brief visual observation, a short video clip, incomplete metadata or a single sensor source. Without reliable information on range, altitude, speed, direction or environmental conditions, analysts may be unable to distinguish between multiple plausible explanations. Unresolved Does Not Mean Permanently Unidentified
AARO’s archive system treats unresolved status as provisional.
Cases can be reopened if additional information becomes available. New witness statements, flight records, satellite data, sensor logs or external reports may provide the missing context needed to reach an attribution. This means that the boundary between UAP and IFO is not fixed. Cases can move from one category to the other as evidence accumulates.
Closure Categories and Final Approval
AARO does not immediately close a case when analysts identify a likely explanation. The office employs a review process intended to ensure that an attribution is supported by evidence and is consistent with available data.
The FY2024 report describes a tiered approach in which cases may first be resolved analytically, then queued for closure while undergoing additional review. During the reporting period, AARO reported cases that had already been resolved as prosaic objects and a further group that was awaiting final review before formal closure. Those pending cases were later finalised as balloons, birds, UAS, satellites or aircraft.
