The workload problem
The closure was not driven only by the absence of defence value. It was also driven by the growing administrative burden created by public reporting.
In 2009 the MoD received 643 UFO reports, roughly three times the number received the previous year and one of the highest totals recorded since systematic counting began. What closure did and did not prove
One of the most common misunderstandings is that closing the UFO desk somehow proved that all UFO reports had ordinary explanations. The MoD did not make that claim.
The decision instead reflected a narrower judgement: collecting and investigating public reports had not produced evidence of a defence threat and therefore did not justify continued expenditure of defence resources. Some reports remained unidentified simply because the available information was insufficient to determine what had been observed. Unidentified did not automatically mean extraordinary. Why the decision matters for understanding UFO reports
The closure of the MoD UFO desk highlights an important distinction in the broader study of UFO reports. Governments may collect large numbers of sightings without concluding that those sightings represent a defence problem.
From the MoD’s perspective, the decisive issue was not whether people continued to report strange lights or unexplained objects. The decisive issue was whether those reports generated evidence of hostile aircraft, foreign technology, or another threat requiring military attention. After more than half a century, officials concluded that they did not. Faced with rising workloads and limited resources, the department chose to end the programme rather than continue an activity that it believed delivered no measurable defence benefit.
