Introduction

Project Blue Book became an important record of how UFO reports were transformed into IFOs—identified flying objects—because investigators were often able to match apparently mysterious sightings to ordinary objects seen under misleading conditions. By the time the project ended in 1969, the Air Force had collected 12,618 reports, and the overwhelming majority received conventional explanations. Only 701 remained officially unidentified. What Counted as a Positive Identification

A sighting did not become an IFO merely because investigators guessed at an explanation. Blue Book’s goal was to gather enough information to match the report with a known object or event.
