Introduction

The Reported Range Incursion

On 26 January 2023, a military pilot operating in the Eglin Air Force Base training range off the Florida coast reported four unidentified objects. According to the report, the aircraft radar initially detected four contacts between roughly 16,000 and 18,000 feet that appeared to be flying in formation. Only one of those objects was later observed visually and recorded in still imagery through the aircraft’s electro-optical and infrared sensor system. The pilot reported the encounter because the object appeared to represent a potential flight-safety concern and an apparent incursion into a sensitive military training area. [AARO]

That aspect of the case is often overlooked. From an aviation perspective, the pilot’s responsibility was not to solve the object’s identity in real time. The pilot’s responsibility was to report a possible hazard. The challenge arose when later public discussion treated the pilot’s observation as direct proof of an extraordinary object. Investigators instead treated it as the beginning of an inquiry rather than the end of one.

Radar, Imagery and Flight Geometry

The Eglin case is notable because investigators had more than a witness statement. One important finding concerned the difference between what the radar initially showed and what could later be confirmed. Although four radar contacts were reported, only one object was visually observed and captured in imagery. The absence of corroborating imagery for the other contacts limited the investigation’s ability to determine what those radar returns represented. Investigators also analysed the infrared images and compared the object’s apparent shape with known lighter-than-air objects. AARO reported that a commercial lighting balloon provided a close visual match to the object visible in the infrared imagery. The office ultimately assessed, with moderate confidence, that the object was very likely a lighter-than-air object such as a large balloon rather than something displaying confirmed anomalous capabilities. Flight geometry proved equally important. An object viewed from a fast-moving aircraft can appear to manoeuvre, hover or maintain formation because of relative motion effects. Without precise range information, estimating size, speed and distance becomes difficult even for experienced aviators. By reconstructing the encounter using aircraft position and viewing angles, investigators could test whether the observed behaviour required extraordinary performance or could be explained by an ordinary object seen under unusual conditions. AARO also examined solar illumination and viewing angles. The office reported that sun angle and lighting conditions could help explain some of the visual characteristics described during the encounter.
