A useful civilian UFO or unidentified anomalous phenomenon (UAP) report is not simply a description of what someone believes they saw. The limits of narrative-only UFO reports

Most witnesses naturally focus on describing the object: its shape, colour, brightness or apparent behaviour. While these observations are important, they are often insufficient on their own.

A statement such as “a bright object moved rapidly across the sky and disappeared” leaves investigators with very little to work from. Without precise timing, location and viewing geometry, it may be impossible to determine whether the object was an aircraft, a satellite flare, a meteor, a drone or something else entirely. Apparent speed and manoeuvres can be especially misleading when distance is unknown. A nearby object moving slowly can appear to move faster than a distant object travelling at high speed. Fields that make a sighting testable

A standard civilian UAP report should aim to capture the information that allows independent verification. The goal is not to prove a particular explanation but to preserve enough evidence that explanations can be tested.

The most important fields include:

Time and date

  • Exact date.
  • Local time, ideally to the nearest minute or second.
  • Time zone.
  • Whether the time was estimated or recorded directly.

  • Zoom level.
  • Exposure settings if available.
