One of the most misunderstood aspects of Project Condign is the difference between solving mysteries and assessing threats.

The report did not claim that every sighting had been identified. Instead, it attempted to determine whether the accumulated evidence indicated a hostile or strategically significant presence in UK airspace. That finding is often overlooked because readers focus on the remaining unexplained cases. From an intelligence perspective, however, the crucial question was not whether some reports remained unresolved but whether those reports collectively demonstrated:

  • Organised incursions.
  • Foreign aerospace breakthroughs.
