Introduction

AARO’s published UAP resolutions changed strikingly between FY2024 and FY2025. In the FY2024 closed-case distribution, about 70% were balloons, while satellites accounted for only 4%. In FY2025, among 114 newly received reports that AARO resolved, balloons fell to 60 cases, or 52.6%, while satellites rose to 44 cases, or 38.6%. That shift should not be read simply as evidence that the objects people reported suddenly changed. AARO says it introduced a new analytical capability that allowed analysts to resolve 238 reports as satellite flaring, including older cases. Its separate technical work explains why reflected sunlight from large low-Earth-orbit satellite constellations can produce bright, short-lived lights that observers reasonably fail to recognise. What dominated AARO’s FY2024 closed cases

AARO’s FY2024 report covered reports received from 1 May 2023 through 1 June 2024, including late submissions concerning earlier incidents. The office received 757 reports in total. It initially resolved 118 cases during the reporting period, and another 174 were queued for closure and had been finalised as prosaic cases by publication. The published FY2024 breakdown was approximately:

That distribution made balloons overwhelmingly the largest identifiable source of reports. This is consistent with the wider character of AARO’s resolved cases: slow-moving or apparently stationary objects, especially when viewed at distance or through electro-optical and infrared sensors, can be difficult to distinguish immediately from unusual craft. Satellites, by contrast, barely registered in the FY2024 resolution chart. At 4%, they represented roughly one case in 25. Yet AARO was already encountering a reason to suspect that this category was being under-recognised: commercial pilots were reporting unusual lights associated with satellite constellations, while the rapid growth of low-Earth-orbit systems was putting many more reflective objects into the night sky.

The office’s later technical paper put the scale of that environmental change into perspective. FY2025 shifted sharply towards satellites

The FY2025 report covered events from 2 June 2024 through 30 May 2025, together with previously unreported older events. AARO received 319 reports, of which 284 concerned events during the reporting period and 35 concerned earlier events. It resolved 114 of those 319 incoming reports. The 114 resolved incoming cases produced a radically different category mix from FY2024:

AARO’s FY2025 chart therefore still placed balloons first, but only narrowly in comparison with the previous year. Satellites had gone from a minor 4% category to nearly two-fifths of the newly resolved cases. The year-to-year movement is clearer when the two dominant categories are compared directly. Balloon resolutions dropped from roughly 70% to 52.6%, a decline of about 17 percentage points. Satellite resolutions increased from roughly 4% to 38.6%, a rise of nearly 35 percentage points. The satellite share was therefore almost ten times its FY2024 percentage.

The smaller categories changed just as noticeably. UAS had represented 16% of the FY2024 closed-case distribution but only two of the 114 FY2025 incoming-case closures. Birds similarly dropped from 8% to two cases. The 238 satellite-flare resolutions explain the deeper change

The most revealing FY2025 statistic is not actually the 44 satellite cases in the incoming-case chart. The figures refer to different pools of cases. The 44 satellite identifications belong to the 114 closures among that year’s 319 incoming reports. The 238 figure reflects the application of the new capability across AARO’s broader holdings, including older cases. AARO’s December 2024 technical paper explains the phenomenon behind those closures. An ordinary satellite can be visible through diffuse reflection, appearing much like a moving star. A smooth satellite surface can also create a specular reflection, or glint, in which reflected sunlight is concentrated into a much narrower beam. Operational Starlink satellites provide a particularly important example. Their orientation can create flares when the geometry between the Sun, spacecraft and observer lines up appropriately. AARO notes that several satellites can flare at once from different orbits. To an observer, the result may resemble glowing orbs that appear and disappear, lights that seem to spin, or points tracing unusual geometric arrangements. This is not merely an AARO hypothesis. Astronomers Anthony Mallama and Richard Cole independently analysed extreme Starlink flaring and reported that Starlink satellites can become exceptionally bright through specular reflection; their study specifically applied the model to an extreme flare that two commercial-aircraft pilots had reported as UAP.[arXiv]arxiv.orgarXiv Extreme Flaring of Starlink SatellitesarXiv Extreme Flaring of Starlink Satellites

The mechanism is therefore both physically understood and observationally demonstrated. What changed for AARO was its ability to use that mechanism systematically in case resolution.

Why pilots can mistake satellites for nearby objects

One counter-intuitive feature of the FY2025 statistics is that a report can concern something physically hundreds of kilometres above Earth without the observer recognising it as a satellite. The appearance alone does not supply reliable distance.

Satellite flares are especially troublesome because they need not behave visually like the familiar satellite crossing steadily from one horizon towards another. A flare can brighten rapidly and disappear as the reflection geometry changes. Multiple spacecraft can brighten in succession in the same region of sky. The FY2025 data contain a useful clue about this observational problem. Of the report’s 44 space-domain cases, 42 came from civilian pilots reporting through the Federal Aviation Administration and two from US Space Command ground-based sensors; none originated from space-based sensors. That helps explain why the improvement in modelling matters. The investigator is no longer limited to asking whether a light vaguely resembles a satellite. Given adequate metadata, the observation can instead be tested against the position of the observer, the Sun and candidate satellites at the relevant time.

AARO’s technical paper makes clear how geometry-dependent the effect is. The location of a flare depends on the satellite’s position, the Sun’s position, the observer’s location, date and time. That turns an apparently unusual light into a testable hypothesis: if the reported direction, timing and illumination geometry coincide with a candidate spacecraft, a satellite explanation becomes much stronger than a visual resemblance alone.

Why FY2024 and FY2025 are not a clean experiment

The dramatic percentage change is real in the published statistics, but treating it as a simple measurement of what was flying in the sky would go too far.

First, the reporting populations changed. FY2024 contained 757 reports, including 272 delayed reports of incidents from 2021 and 2022. FY2025 received only 319, consisting of 284 events within its reporting period and 35 older submissions. Second, AARO was working simultaneously on new reports and its backlog. The FY2025 report’s 114 resolved incoming cases are not equivalent to all of the cases the office solved during the year. Third, analytical capability itself changed between the reports. This is perhaps the most important methodological problem. If investigators in one year have a much better method for recognising a particular source of false alarms, that category can rise sharply even without a comparable rise in the underlying phenomenon.

The effect is similar to introducing a better diagnostic test into any historical dataset. Cases previously labelled unresolved—or perhaps classified under a less precise explanation—can move into a newly detectable category. The resulting graph records an improvement in knowledge as well as a change in observations.

AARO itself continues to emphasise the opposite side of this problem: insufficient data prevent many cases from being resolved. What the one-year change actually tells us

The strongest conclusion from the FY2024-to-FY2025 comparison is not that balloons were replaced by satellites as the physical cause of UAP. It is that AARO became substantially better at recognising one important class of satellite-generated observations.

The FY2024 distribution presented a world in which resolved reports were overwhelmingly atmospheric: balloons alone accounted for seven in ten closures, with drones and birds adding another 24%. Satellites were marginal at 4%. One reporting cycle later, satellites represented 44 of 114 newly closed cases, while the broader application of new modelling produced 238 satellite-flare resolutions.[DefenseScoop]defensescoop.comDefense Scoop Pentagon’s UAP office reviews findings on Go Fast, Puerto Rico, Mt. That is valuable evidence for understanding the causes of modern UFO and UAP reports because it shows that the category “unidentified” is partly dependent on available analytical knowledge. The witness’s experience need not change for the official classification to change. A pilot can report the same strange-looking light before and after a new modelling system is introduced; what changes is the investigator’s ability to reconstruct the geometry and identify the source.

It also cautions against treating annual UAP percentages as fixed estimates of the true composition of everything people see. A future tool capable of identifying another recurrent source—whether an atmospheric object, sensor artefact or conventional aerospace activity—could alter the resolution chart again. Conversely, changes in reporting channels or the mix of military, civilian and sensor-derived reports can change the apparent distribution even when analytical methods remain stable.

For that reason, the most informative fact in the FY2024–FY2025 comparison is the combination of two observations: balloons remained the largest category among FY2025’s newly closed cases, but satellites experienced by far the largest rise in identified share.
