The important distinction is between unidentified and inexplicable. A report may remain unresolved simply because investigators lack range, altitude, precise timing, original imagery or other data needed to test ordinary explanations. Understanding what produces IFOs therefore explains a large part of the UFO/UAP phenomenon without requiring observers to be dishonest, foolish or even particularly unobservant. In many cases the conditions themselves make correct identification genuinely difficult.

What turns an ordinary object into a UFO?

A UFO report is fundamentally an identification problem. An observer sees a light, shape or apparent movement but does not possess enough information to establish what produced it. The same principle applies to modern UAP reports recorded by infrared cameras, radar or other sensors.

This is not merely a modern explanation imposed on the subject. Project Blue Book, the US Air Force investigation that operated during the Cold War, classified identified reports into categories including astronomical objects, aircraft, balloons, satellites and an assorted group containing missiles, reflections, mirages, searchlights, birds, kites, radar effects, fireworks and flares. Modern investigations encounter much the same mixture. The Pentagon’s All-domain Anomaly Resolution Office (AARO) received 757 reports covered by its 2024 annual review. The report’s executive summary says that 118 cases resolved during the reporting period were attributed to prosaic objects, while another 174 awaiting final closure by 31 May had all been resolved as balloons, birds, unmanned aircraft, satellites or conventional aircraft by publication. The causes fall into several recurring families.

Balloons, drones and aircraft can look far stranger than they are

Balloons are unusually effective UFO generators because their apparent behaviour changes dramatically with distance, illumination and viewing angle. A small balloon may be nearly featureless on an infrared sensor; a distant one can appear stationary, while a nearby observer moving quickly past it can perceive dramatic relative motion. Depending on winds, balloons can also hover, change direction with altitude or appear to keep pace with an aircraft.

Modern UAP datasets repeatedly contain balloons. Drones create a newer version of the same problem. Small unmanned aircraft can hover, manoeuvre abruptly, carry unusually bright lights and operate in places where witnesses do not expect conventional aviation. At long range their scale may be impossible to judge. Ordinary aircraft can be deceptive as well. A distant airliner approaching almost directly towards an observer may seem nearly motionless for an extended period. Landing lights can dominate the view so completely that the aircraft body disappears against a dark sky. Viewed through haze or through a narrow-field infrared camera, a recognisable aircraft can become little more than a luminous dot.

AARO has published one particularly simple demonstration: several objects recorded over the western United States appeared anomalous in infrared footage until investigators compared them with commercial flight data. These examples matter because witnesses usually do not begin with the variables that an investigator needs. Without reliable distance, even a careful observer cannot reliably calculate an object’s physical size or speed.

Satellites have created a new generation of UAP reports

Artificial satellites are now one of the most important additions to the identification problem. Thousands of spacecraft occupy low Earth orbit, and large constellations can produce sights unlike those familiar to people who learned the night sky before the current expansion in satellite numbers.

Freshly launched Starlink satellites are especially conspicuous when travelling in closely spaced groups. Individual spacecraft can also undergo satellite flaring, in which sunlight reflects from their surfaces towards an observer. Because a satellite may itself be invisible immediately before and after the reflection geometry is favourable, a flare can appear as a light that suddenly materialises, brightens and disappears.

AARO published a dedicated technical paper on this issue in December 2024. It explains how both diffuse and mirror-like reflections from spacecraft can create visible lights and describes satellite flaring as a potential source of UAP reports. The effect is not merely hypothetical. AARO’s 2024 annual report described a commercial pilot who saw unexplained white flashing lights. No altitude, speed, photograph or video was available, but investigators found that the observation occurred in the orbital path of Starlink spacecraft launched from Cape Canaveral roughly an hour earlier. This illustrates a broader principle: the catalogue of plausible IFOs changes as technology changes. Investigators in the 1950s had to learn the visual signatures of high-altitude balloons and experimental jets. Investigators today must also understand drones, satellite trains and complex satellite-reflection geometries.

Birds, planets and other familiar sights become unfamiliar without scale

Some causes of UFO reports are surprisingly mundane. Birds are a recurring example in military imagery. At sufficient distance, a bird may occupy only a handful of pixels. Video compression and infrared glare can erase its outline, leaving an apparently spherical or amorphous target. Astronomical objects have an even longer history of misidentification. These errors do not require ignorance of the sky. Human vision normally judges motion and distance by combining numerous contextual clues. At night, many of those clues disappear. A single bright point contains almost no inherent information telling the eye whether it is a small nearby object or an enormous distant one.

The US Federal Aviation Administration specifically warns pilots about autokinesis: when a person stares at a stationary light against a dark, featureless background, the light can appear to move. A witness can therefore give an entirely sincere description of apparently erratic motion while the physical light itself has barely moved.

Apparent speed is often a geometry problem

Some of the most impressive UAP descriptions involve extraordinary speed. Yet speed is impossible to determine from angular movement alone unless distance is also known.

Imagine looking sideways from a fast train. A fence post nearby flashes across the field of view, while distant hills barely seem to move. Neither effect reflects the object’s own speed. It reflects parallax — apparent motion produced because the observer is moving relative to objects at different distances.

The problem becomes acute when a fast aircraft observes an object through a zoomed sensor. A slow-moving or stationary object can appear to race across the ground because the aircraft itself is moving rapidly and the sensor shows only a narrow portion of the scene. AARO explicitly identifies parallax and forced perspective as mechanisms capable of producing apparently excessive UAP size or velocity.[AARO]aaro.milOpen source on aaro.mil.

The celebrated 2015 “Go Fast” infrared video demonstrates why the distinction matters. Its name and visual impression suggest an object racing just above the ocean. AARO’s later reconstruction concluded that the imagery does not establish such extraordinary motion: the apparent high speed is substantially produced by viewing geometry and parallax. Crucially, investigators still could not identify exactly what the object was. That is an important middle category often lost in UFO debates: investigators can explain an alleged anomalous behaviour without identifying the object that produced the image.

Sensors can manufacture apparent shapes and behaviour

A camera does not preserve reality perfectly. It converts incoming radiation into an image through optics, electronics, software and compression. Every stage can alter what the viewer eventually sees.

This matters particularly with infrared military footage. A distant source may occupy so few pixels that its true shape cannot be recovered. Glare can enlarge bright objects. Compression can smear boundaries. Automatic tracking can shift the apparent centre of an object. Changing zoom or field of view can alter the impression of movement. Atmospheric obstruction may change an object’s brightness or make it disappear.

AARO’s Puerto Rico case provides a striking example. Infrared footage taken from a US Customs and Border Protection aircraft in 2013 became famous because an apparent object seemed to travel quickly, split in two and enter the sea. After reconstructing the aircraft’s trajectory, sensor geometry, winds and line of sight, AARO concluded with high confidence that the objects displayed no anomalous performance and with moderate confidence that they were two sky lanterns. The analysis found that they travelled at roughly wind speed and that the apparent separation was two nearby objects becoming distinguishable rather than one object physically dividing. Cloud obscuration, increasing range and the moving aircraft all affected what the sensor displayed. What appeared in the video as a sequence of extraordinary events was therefore, in AARO’s assessment, largely a sequence of perspective and visibility changes.

This does not mean sensors are useless. Quite the opposite: radar, infrared cameras and other instruments can provide information unavailable to the naked eye. But a sensor reading still needs calibration, metadata and interpretation. Secret technology has caused genuine UFO reports

Not every IFO is an object that investigators could have named publicly at the time.

During the Cold War, classified reconnaissance aircraft flew at altitudes and with performance characteristics unfamiliar to ordinary observers. A declassified CIA history states that Blue Book personnel sometimes checked UFO reports against secret U-2 flight logs. According to later CIA estimates quoted in that history, U-2 and subsequent OXCART reconnaissance flights accounted for more than half of UFO reports from the late 1950s through much of the 1960s. The exact historical percentage depends on the CIA retrospective estimate and should not be treated as a universal statistic for UFO cases. The broader lesson, however, is well established: secret aerospace programmes can generate authentic observations of unfamiliar technology, while the secrecy surrounding those programmes prevents normal public identification.

That mechanism also helps explain why government involvement can itself deepen mystery. If an agency gives an incomplete explanation because the underlying technology is classified, observers may reasonably conclude that something is being withheld. Years later, the absence of an explanation can become part of the UFO story even after the original programme has been declassified.

Classified technology should therefore remain one possible cause of some reports without becoming a catch-all explanation for every unresolved case.

Human perception changes what gets remembered and reported

There is another stage between the event and the case file: the witness.

Human perception is reconstructive rather than a perfect recording. People estimate distance, size and movement by interpreting incomplete visual information. If distance is unknown, estimates of size and speed become mutually dependent: assuming that an object is large implies that it must be farther away, which in turn implies greater speed for the same apparent angular movement.

Historical UFO research recognised this problem. The University of Colorado study commissioned by the US Air Force in the 1960s discussed how witnesses could impose familiar shapes on indistinct lights and how uncertainty about distance could distort judgements of size and velocity. That does not justify dismissing eyewitness testimony. Pilots, police officers, military personnel and experienced skywatchers can provide exceptionally valuable observations. But expertise does not abolish the visual system’s basic limitations. Expectation can also influence which events become reports. A strange light noticed shortly after widespread publicity about drones, balloons or UFOs may attract scrutiny that the identical light would not have received a month earlier. Reporting rates therefore measure not only how often unusual things occur in the sky, but also how many observers are looking, what they consider noteworthy and how easy authorities make it to submit a report.

Why do so many cases remain unidentified?

The existence of unresolved cases is sometimes taken to mean that investigators exhausted all ordinary explanations and found them inadequate. That is true for some carefully investigated cases, but it is not what “unresolved” necessarily means.

Frequently, investigators simply cannot test competing explanations.

The 2024 AARO report shows the scale of that problem clearly. Of the 757 reports covered by its main statistical accounting, 444 were placed in an active archive because they lacked enough information for analysis. Those categories should not be confused. A report that lacks enough data is not evidence that an object defeated conventional explanations; neither is it evidence that the original observer was mistaken. It is an unresolved measurement problem.

Typical missing information includes:

  • precise observation time and location;
  • the observer’s or aircraft’s own position and motion;
  • reliable target range and altitude;
  • original, uncompressed imagery rather than a copied clip;
  • camera focal length, zoom and field of view;
  • radar characteristics and calibration;
  • weather and wind information;
  • satellite, aircraft and balloon trajectories;[aaro.mil]aaro.milSource details in endnotes.
  • multiple independent viewing angles.

This is why apparently unimpressive details can determine whether a case becomes an IFO. A timestamp may allow investigators to match a light to a satellite. An aircraft track may reveal parallax. Wind data may show that an apparent craft moved exactly like a balloon. Conversely, good multi-sensor information can rule those possibilities out and justify keeping a case open.

What the strongest IFO explanations have in common

A convincing identification does more than name something that looks vaguely similar. It explains the observation’s time, position, direction, brightness and movement together.

The strongest resolutions tend to combine independent evidence. Investigators may match the reported direction with a known aircraft track, check whether satellite geometry predicts a flare at the exact time, compare an object’s movement with measured winds, reconstruct the observer’s own motion, or model the camera’s line of sight.

That standard is visible in cases such as Puerto Rico. Simply saying “sky lanterns” would be weak. The explanation becomes meaningful because the reconstructed objects travelled consistently with the wind, the observer’s changing geometry accounted for their apparent speed, and sensor and cloud effects helped explain apparent disappearance and reappearance.[AARO]aaro.milPuerto Rico UAP Case ResolutionPuerto Rico UAP Case Resolution

The same principle works in reverse. An explanation should remain provisional when it fits only one feature while conflicting with others. “It might be a balloon” is a hypothesis; a balloon trajectory that matches wind direction, speed, appearance and observation geometry is an identification.

This distinction matters because UFO discussions are often framed as a choice between immediate dismissal and extraordinary interpretation. Good investigation occupies the space between them: propose conventional candidates, calculate what each candidate should have done, compare those predictions against the available evidence, and retain “unidentified” when the evidence does not justify a conclusion.

Unidentified is a status, not a single phenomenon

The evidence accumulated across historical UFO investigations and modern UAP programmes does not point to one universal cause. UFO/UAP reports are a mixed population.

Some begin with balloons. Others originate with aircraft, drones, birds, satellites, planets, meteors, reflections or atmospheric effects. Some owe their apparent extraordinary behaviour to parallax, uncertain range or night-time visual illusions. Others are transformed by infrared glare, compression or inadequate sensor resolution. Historically, classified aerospace programmes have added a further category. The most useful question is therefore not “Are UFOs real?” Objects and observations that witnesses cannot immediately identify plainly are. The better question is what caused each particular report, and does the available evidence allow that cause to be demonstrated?

In many cases, answering that question converts a UFO into an IFO. In others, the responsible conclusion remains simply “unidentified” — a statement about the limits of the evidence, not an explanation in itself.
