The case is particularly useful for understanding identified flying objects, or IFOs, because the rocket had not launched anywhere near Europe. By the time the spiral appeared at roughly 20:00 UTC, the relevant Falcon 9 hardware had been travelling around Earth for more than two hours. That geographical disconnect explains an important failure mode in UFO investigation: checking only for launches near the witness can produce a confident but incorrect negative result.

What observers across Europe reported

The sighting was unusually widespread. Reports and images came from the UK and Ireland and from countries including France, the Netherlands, Germany, Denmark, Norway, Poland and Croatia. The descriptions were remarkably consistent despite the geographical spread. Witnesses saw a luminous central region surrounded by an expanding curved or spiral cloud. That combination made the phenomenon especially easy to misread. It did not resemble the popular mental picture of a rocket: a bright point climbing rapidly upwards with a narrow flame beneath it. Instead, witnesses were seeing an event associated with orbital hardware long after the initial ascent. The public reaction also left a useful record of how genuinely unidentified reports arise. Dutch reporting said UFO reporting organisations in the Netherlands and Belgium received dozens of calls. The sighting therefore was not simply a case of somebody misidentifying a visible rocket launch. Many witnesses correctly perceived something highly unusual in appearance; what they lacked was the orbital context needed to connect it with a launch thousands of kilometres away.

How the upper stage reached the viewing region

NROL-69 provides a particularly clear timeline. The US National Reconnaissance Office states that the mission launched aboard a two-stage Falcon 9 from Space Launch Complex 40 at Cape Canaveral Space Force Station at 13:48 EDT, or 17:48 UTC, on 24 March. That returning booster was therefore not the object producing the European spiral. The important hardware was the Falcon 9 upper stage, which continued around Earth after the first stage had separated.

This distinction matters because some early explanations and secondary reports blurred the two stages. Satellite observer Marco Langbroek subsequently reconstructed the classified mission’s trajectory from navigational warnings and observations. His initial estimate put NROL-69 in a roughly 64.4-degree-inclination orbit and found that this geometry matched observations of the Falcon 9 upper-stage fuel dump over north-western Europe at approximately 20:00 UTC. He also concluded that the stage’s deorbit sequence occurred after roughly one and a half revolutions around Earth. Subsequent observations strengthened the reconstruction. Two nights later, European satellite observers located the classified payload, later designated USA 498, in an orbit with an inclination of about 64.1 degrees. Langbroek reported a preliminary orbit of roughly 700 by 1,500 kilometres. The chronology therefore resolves what otherwise looks like a serious objection:

A delay of more than two hours between launch and sighting is therefore not evidence against the rocket explanation. It is exactly the sort of delay orbital motion makes possible.

Why a propellant vent became a giant spiral

The most useful technical account comes from the subsequent orbital reconstruction. Langbroek estimated that the cloud of droplets released by the Falcon 9 stage was at about 1,000 kilometres altitude. At that height, the stage and its expanding cloud could still receive direct sunlight even though observers beneath it were already experiencing night. The Met Office gave the same basic explanation while reports were still arriving, attributing the illuminated swirl to the Falcon 9 and describing its exhaust plume as reflecting sunlight while spinning. Rotation supplies the distinctive geometry. If an upper stage vents material while rotating about its axis, the source direction continuously changes as the released material travels outwards. Seen from a great distance, successive releases can trace a curved, expanding pattern. The enormous apparent size does not imply an enormous solid craft. The observer is primarily seeing sunlight scattered by an expanding cloud around a comparatively tiny rocket stage. In the extremely tenuous environment at orbital altitude, released gas and droplets are not confined into the narrow trail familiar from an aircraft contrail. The cloud can spread over a large volume while remaining visible under favourable illumination.

This also explains why the spectacle gradually changed shape and faded. Contemporary video and eyewitness reports described a spiral that expanded over several minutes before disappearing. The combination required for the 24 March display was therefore quite specific: an orbit carrying the upper stage across the European viewing region, a venting or disposal operation, rotation of the stage, darkness for observers below, and sunlight still reaching the high-altitude cloud. None of those ingredients requires an anomalous aerial vehicle, but together they can create an appearance unlike almost anything encountered in everyday aviation.

Why nearby-launch checks produce false negatives

The most important lesson from NROL-69 is geographical rather than merely visual. A witness in Britain, France, the Netherlands or Poland who asked, “Was a rocket launched near here tonight?” could reasonably have concluded that the answer was no. That is the wrong search criterion for an orbital-stage sighting.

Once a rocket reaches orbit, its relationship with the launch site changes completely. Orbital velocity allows hardware to traverse vast distances on a timescale of tens of minutes. The upper stage can therefore perform a burn, vent propellant or passivate itself over a continent that never saw the original ascent. NROL-69 demonstrates this especially well because its launch and its most spectacular widely reported visual effect occurred on opposite sides of the Atlantic.

Even some contemporary observers noticed that the clock initially seemed wrong. A report from Milan described the spiral at about 21:00 local time and questioned whether NROL-69 could be responsible because the Falcon 9 had launched roughly two and a half hours earlier. For investigations of similar UFO or UAP reports, the useful questions are consequently broader than “What launched nearby?” They include whether a launch anywhere along the relevant orbital ground track occurred during the preceding several hours; whether an upper stage remained in orbit; whether disposal, passivation or propellant venting was expected; and whether the stage’s trajectory and sunlight geometry intersected the witnesses’ viewing region.

NROL-69 also shows why identifying only the launch is not enough. Saying that “SpaceX launched a rocket from Florida” establishes correlation, but the stronger explanation comes from matching time, orbital path, stage behaviour and illumination. What NROL-69 adds to UFO identification

The European spiral is a strong example of how a report can be locally mysterious but globally identifiable. Nothing in an ordinary observer’s immediate surroundings pointed towards Cape Canaveral. The phenomenon appeared high over Europe, hours after liftoff, and its expanding spiral bore little resemblance to a conventional rocket seen during ascent.

Yet the event becomes coherent when the frame of reference is expanded from local airspace to orbital spaceflight. For the wider study of rocket launches mistaken for strange aerial phenomena, that is the lasting value of the case. The launch pad may be thousands of kilometres from the sighting, and the launch itself may have occurred several hours earlier. A negative search of nearby launches therefore does not eliminate spaceflight as an explanation. For orbital-stage events, investigators have to search in time and trajectory, not merely in geographical proximity.
