Why AARO Archives So Many UAP Reports
AARO's active archive shows that many UAP reports remain unresolved because the evidence is too incomplete to support a confident identification.

Introduction
The All-domain Anomaly Resolution Office (AARO) uses its active archive for UAP reports that cannot presently be attributed because the available evidence is inadequate. That distinction is crucial. In AARO’s FY2025 reporting, 191 of 319 incoming reports were transferred to the active archive because there was insufficient information to determine whether their reported characteristics were consistent with natural phenomena or known technology. An archived case is therefore not a finding that investigators have verified an extraordinary object. It is closer to an evidential dead end: the report may contain something genuinely unidentified, but it lacks enough usable information for a defensible attribution. Importantly, the archive is not necessarily permanent. What the FY2025 active archive contains
AARO’s FY2025 report covers 319 UAP reports, including 284 events from the reporting period of 2 June 2024 to 30 May 2025 and 35 reports concerning earlier events. AARO resolved 114 of those incoming reports. The resolved objects included balloons, birds, satellites, aircraft and unmanned aircraft systems, alongside a commercial rocket launch and a manned jet pack. Another nine reports were referred for additional Intelligence Community or science-and-technology analysis. That division is more informative than simply separating cases into “solved” and “unsolved”. In practice, AARO’s workflow distinguishes at least three importantly different evidential states:
- Resolved: sufficient evidence supports an attribution to a known object or phenomenon.
- Still worth deeper analysis: available information contains characteristics that justify further specialist investigation.
- Active archive: the information is currently too limited to support the analysis needed for a reliable attribution.
The third category dominated the FY2025 incoming reports. This means much of AARO’s unresolved inventory is defined primarily by an information deficit, rather than by a demonstrated physical anomaly. The distinction is reinforced by the preceding FY2024 report. The FY2025 data provide a particularly concrete indication of how elementary those gaps can be. Of the 319 reports, 77 — about 24 per cent — contained insufficient information even for AARO to reach an analytical conclusion about the phenomenon’s morphology, meaning its basic reported visual form.[New Space Economy]newspaceeconomy.caNew Space EconomyWhat Does the FY 2025 AARO UAP Report Reveal About Unidentified Anomalous Phenomena? | New Space EconomyJuly 21, 2026… If investigators cannot reliably establish something as basic as what shape or visual appearance was reported, much stronger conclusions about its identity, dimensions, speed or technology are necessarily difficult to sustain.
This also changes how raw UAP statistics should be read. A large archive does not automatically represent a large population of well-observed anomalous objects. It can instead represent the accumulation of reports whose underlying causes cannot be reconstructed from the surviving evidence.
Why “unresolved” does not mean “extraordinary”
The word unresolved can easily acquire a stronger meaning in public discussion than it carries analytically. A report can remain unresolved even when nothing observed requires an exotic explanation.
AARO’s published PR-018 case makes this distinction unusually clear. The 2024 European incident contains ten minutes and thirty seconds of infrared footage from a sensor aboard a US military platform. AARO assesses with high confidence that the footage depicts a physical object. Yet the case remains unresolved because the office cannot make a more specific attribution. At the same time, AARO says the object’s morphology, performance and behaviour are unremarkable and do not warrant further analysis. That combination is revealing:
physical object + ordinary-looking behaviour + unknown identity = unresolved case.
There is no contradiction. Establishing that something exists is not the same problem as determining precisely what it is. An aircraft sensor might establish that a physical target was present without providing the measurements needed to distinguish confidently between several ordinary possibilities.
PR-017 illustrates an even thinner evidential situation. The report consists of just 30 seconds of video from a commercially available mobile phone camera. In its public description, AARO explicitly warns readers not to interpret the narrative as an analytical judgement about the event’s validity, nature or significance.[AARO]aaro.milOpen source on aaro.mil. The unresolved label therefore carries very little information about what the object actually was.
The comparison also shows why the duration of a recording is a poor proxy for evidential quality. PR-018 has more than ten minutes of infrared imagery and still cannot be specifically attributed. A scientifically useful observation depends not merely on how long a camera was running but on whether investigators have the contextual measurements needed to reconstruct the event.
NASA’s independent UAP study reached essentially the same methodological conclusion. It found that UAP analysis is hindered by inadequate sensor calibration and missing metadata. Metadata can include such information as the sensor type, observing mode, noise characteristics, location and acquisition time. This is why an unresolved case cannot, on that status alone, establish extraordinary speed, manoeuvrability or technology. Those are additional claims requiring measurements capable of supporting them.
The archive preserves uncertainty rather than resolving it by assumption
Putting a case into an archive has an important analytical function: it allows AARO to stop short of a conclusion that the evidence cannot justify.
There are two symmetrical mistakes investigators could otherwise make. One would be to declare a poorly documented report anomalous simply because no conventional explanation can be demonstrated. The other would be to assign it to an ordinary category without enough evidence to establish that explanation. An archive permits a third answer: there is currently not enough information to know.
AARO described this mechanism explicitly in its FY2024 report. Collections of weak observations may reveal recurring locations, reporting patterns or characteristics that become useful when compared with better-documented incidents.
The government’s more recent public archive material similarly describes unresolved cases as ones for which it cannot make a definitive determination about the observed phenomenon, noting that insufficient data can be the reason.[AARO]aaro.milOpen source on aaro.mil.
That wording matters. Unresolved describes the state of the investigation, not the nature of the object. It does not mean that investigators have eliminated aircraft, balloons, satellites, birds, drones, astronomical sources, atmospheric effects or sensor artefacts. Depending on the case, the missing evidence may make it impossible either to confirm or eliminate some of those possibilities.
Old cases can become solvable when the analytical toolkit improves
The active archive is particularly significant because an observation’s evidential value is not completely fixed at the moment it is reported. New reference data, corroborating records or analytical methods can sometimes extract an identification from information that was previously inconclusive.
AARO’s recent work on satellite flaring provides a concrete example. A satellite can briefly become conspicuous when its geometry relative to the Sun and observer causes reflected sunlight to brighten dramatically. Without the appropriate contextual modelling, such an observation can look unusual to an aircrew.
During the FY2025 reporting period, AARO says it introduced a capability that enabled analysts to resolve 238 previously reported UAP as satellite flaring. This is one of the clearest demonstrations of what an active archive is for. A case that could not be attributed using yesterday’s analytical resources does not necessarily remain mysterious forever. Better orbital reconstruction, reference databases or modelling can provide a comparison that was previously unavailable.

Independent scientific work points towards the same solution. NASA recommended systematic calibration, thorough sensor metadata and multiple measurements so that future observations can be analysed rigorously. Researchers developing dedicated UAP observatories have likewise emphasised synchronised, multi-sensor collection because existing observations are frequently fragmented or uncalibrated. What would move an archived case towards resolution?
For many archived reports, the decisive evidence would not necessarily be a clearer photograph. What investigators need is information that constrains the object’s physical circumstances.
A reliable timestamp and observer position can permit comparisons with aircraft tracks, satellite ephemerides and astronomical objects. Sensor orientation can establish where the instrument was actually looking. Range information can turn angular motion into a physically meaningful estimate of velocity. Original sensor metadata can reveal whether apparent features could result from zoom, stabilisation, image processing or instrumental behaviour. Independent observations can provide another line of sight and potentially constrain distance or trajectory.
These measurements transform a report from something unusual appeared here into a testable physical event.
The importance of range is especially easy to underestimate. A camera image measures an object’s apparent angular size; without knowing its distance, investigators cannot automatically infer its real dimensions. Likewise, movement across an image does not by itself establish extreme speed. A nearby slow object and a distant faster one can produce quite different physical situations while generating deceptively similar two-dimensional imagery.
Purpose-built observational research demonstrates why additional sensor modalities matter. In commissioning an all-sky infrared array, Galileo Project researchers reconstructed roughly 500,000 aerial-object trajectories. After their filtering and manual review, some trajectories still remained ambiguous; the researchers said further clarification required distance and kinematic estimation or other sensor modalities.[arXiv]arxiv.orgOpen source on arxiv.org. That is closely analogous to the problem represented by AARO’s active archive: detecting something is often much easier than measuring enough about it to identify it.
The active archive is a measure of evidence quality
The most useful way to read AARO’s active-archive figures is therefore not as a running tally of extraordinary objects, but as a measure of the gap between reporting and attribution.
The FY2025 figures make that gap unusually visible. AARO received 319 reports, resolved 114 of them, selected a much smaller group for additional specialist analysis, and archived 191 because the available information could not support adequate attribution. That does not prove that every archived UAP has an ordinary explanation. The evidence is insufficient to justify that conclusion too. It means something narrower and more important: the archive itself cannot tell us what those objects were.
The scientifically defensible position is therefore deliberately asymmetric. A resolved balloon can be counted as a balloon because evidence supports the attribution. An archived UAP cannot be counted as an extraordinary craft merely because no attribution is currently possible. Until better measurements, corroborating records or improved analytical techniques narrow the possibilities, unresolved remains exactly what the word should mean: the available evidence does not yet support a confident answer.
